In Channelview ISD, we are committed to the education of Every Child.
On April 19, 2022 the CISD Board of Trustees approved a resolution to explore the opportunity for Channelview ISD to become a District of Innovation. The Board passed this resolution based on its:
commitment to the success of every child;
long-standing practice of supporting innovation for the benefit of all of our students; and,
belief that it can be a better decision-making body for students when it has the freedom to exercise local control over the decision-making process.
What do we know about the District of Innovation (DI) Opportunity?
HB 1842 was passed during the 84th Texas Legislative Session in Spring, 2015, and provides Texas public school districts the opportunity to be designated as Districts of Innovation.
Districts of Innovation may be exempted from a number of state statutes and have:
greater local control as the decision-makers over the educational and instructional model for students;
increased freedom and flexibility, with accountability, relative to state mandates that govern educational programming; and
empowerment to innovate and think differently.
What is the process for becoming a District of Innovation (DOI)?
In Channelview ISD, the DOI process will align with the District’s strategic planning process and annual budget development process.
A high level overview of the proposed timeline is as follows:
The Board of Trustees passed a resolution to study the concept and opportunities provided under the District of Innovation legislation (HB1842) on April 19, 2022.
The Board of Trustees held a public hearing on April 19, 2022.
The Board of Trustees appointed the District Education Improvement Committee (DEIC), the Chapter 11 district committee, to develop a District of Innovation Plan (DOI) on May 3, 2022.
A local District of Innovation Plan (DOI) was developed on May 11, 2022 by a stakeholder committee, the DEIC, appointed by the Channelview ISD Board of Trustees.
The DOI Plan is posted to the district website for review and public comment, May 12, 2022.
The CISD Board of Trustees will notify the Commissioner of the district’s intent to adopt the DOI plan, on or around May 18, 2022.
The Chapter 11 district committee (DEIC) will hold a public meeting to consider and to approve the final version of DOI with a majority vote (virtual) on June 13, 2022.
The CISD Board of trustees will adopt the DOI with ⅔ majority vote on June 21, 2022.
Channelview ISD will notify the Commissioner after the DOI adoption on June 22, 2022 (via email) with the link to adopted plan

El 19 de abril de 2022, la Junta Directiva de CISD aprobó una resolución para explorar la oportunidad de que Channelview ISD se convierta en un Districto de Innovación. La Junta aprobó esta resolución con base en su:

creencia de que puede ser un mejor órgano de toma de decisiones para los estudiantes cuando tiene la libertad de ehercer control local sobre el proceso de toma de decisiones.
¿Qué sabemos sobre la Oportunidad del Districto de Innovacion (DOI)?
La HB 1842 se aprobó durante la 84th Sesión Legislativa de Texas en la primavera de 2015 y brinda a los districtos escolares públicos de Texas la oportunidad de ser designados como Districtos de Innovación.
Los Districtos de Innovación pueden estar exentos de una serie de estatutos estatales y tienen;
mayor control local como decisores sobre el modelo educativo e instructivo de los estudiantes
mayor libertad y flexibilidad, con rendición de cuentas, en relación con los mandatos estatales que rigen la programación educatova; y
empoderamiento para innovar y pensar diferente.
¿Cuál es el proceso para convertirse en un Districto de Innovación (DOI)?
En Channelview IDF, el proceso DOI se alineará con el proceso de planificación estratégica del Districto y el proceso de desarrollo del presupuesto anual.
Una descripción general de alto nivel del cronograma propuesto es la siguiente:
La Junta Directiva aprobó una resolucion para estudiar el concepto y las oportunidades proporcionadas por la legislación de Districto de Innovación (HB1842) el 19 abril de 2022.
La Junta Directiva celebró una audiencia pública el 19 de abril de 2022.
La Junta Directiva nombró al Comité de Majoramiento de le Educación de Distrito (DEIC), el comité del districto del Capitulo 11, para desarrollar un Plan de Innovación de Distrito (DOI) el 3 de mayo de 2022.
El 11 de mayo de 2022, un comité de partes intersadas, el DEIC, designado por la Junta Directiva de Channelview ISD, desarrolló un Plan de Innovación de Distrito (DOI, por sus siglas en inglés) local.
El Plan DOI se publica en el sitio web del distrito para revisión y comentarios públicos, 12 de mayo de 2022.
La Junta Directiva de CISD notificará al Comisionado sobre la intención del distrito de adoptar el plan DOI, alrededor del 18 de mayo de 2022.
El comité distrital del Capítulo 11 (DEIC) realizará una reunión pública para considerar y aprobar la versión final del DOI con un voto mayoritario (virtual) el 13 de junio de 2022.
La Junta Directiva de CISD adoptara el DOI con 2/3 mayoria de votos el 21 de junio de 2022.
Channelview ISD notificará al Comisionado después de la adopción del DOI el 22 de junio de 2022 (por correo electronico) con el enlace al plan adoptado.
